A former SNP candidate for Holyrood is under investigation over alleged sexual offences.

Police Scotland confirmed a probe had been launched into allegations made in Edinburgh and Cupar, Fife.

Stefan Hoggan – who now sits as an independent councillor in Fife – quit as a candidate and member of the SNP earlier this month after a complaint about alleged misconduct, meaning the party halted its investigation into him.

The former para-athlete has strongly rejected the allegations.

Posting on social media on Tuesday, he said: “I completely refute the allegations in the media today. They are part of a vile and disgusting vendetta against me and I am fully co-operating with the police. I will make a full statement in due course.”

A Police Scotland spokesman said: “Officers are investigating a report of sexual offences committed in the Cupar and Edinburgh areas which was received in March 2026.

“Inquiries are at an early stage and remain ongoing.”

A spokesperson for the SNP said advice was given to the complainer about how to take the matter to police.

“Mr Hoggan resigned as a candidate and an SNP member once a complaint about him was received,” the spokesperson said.

“The SNP advised the complainant that whilst the party would progress a complaint about safeguarding, any alleged criminal behaviour would be rightly a matter for the police.

“Advice and support was offered to the complainant on how to progress a complaint to the police.”
