A Provost who was branded an “absolute disgrace” and a “bully” after leaving a councillor in tears during a meeting has resigned.
Brian Boyd, an independent councillor for the Carnoustie and District ward in Angus, said his behaviour “fell below personal standards” after an outburst at a council meeting on June 20.
The Provost interrupted Cllr Lois Speed, who represents Arbroath East and Lunan, and brought the independent councillor to tears forcing her to briefly leave the meeting.
A clip of the exchange was widely shared online.
In a statement, Mr Boyd said: “While I have thoroughly enjoyed serving the people of Angus as their provost, I recognise that my behaviour fell below my own personal standards.
“Therefore, I will continue to put Angus first and be standing down with immediate effect.
“I will continue to act as an independent councillor, representing my constituents in Carnoustie and District ward.”
The exchange unfolded when Cllr Speed began to ask a question before being interrupted by Mr Boyd, who stood up and said: “Cllr Speed, when I stand up, everyone here sits down,” before reading out the standing orders.
He added: “When the convener starts to speak, any member who is standing will resume his or her seat.
“No other member will stand and the convener will be heard without interruption.
“Have I made myself clear?”
Cllr Speed attempted to return to her question but was visibly emotional and left the room.
Scottish Conservatives councillor Craig Fotheringham called the Provost “an absolute disgrace” during the meeting after his comments.
He followed up on X, saying: “Disgusting and despicable behaviour. Bully boy.”
The meeting was then paused for a break and upon its resumption, Mr Boyd said: “As you can see it’s been a very terse day and I think this is the opportune moment for me to apologise to Cllr Speed for my overreaction.
“I’m a very dramatic person at the best of times and I did go over the score – I hope you accept my apology.”
