Health and Social Care Moray has to replace more than 170 community alarms as a matter of urgency.
BT has set a deadline for changing telephone lines from analogue to digital which has prompted the action.
And the estimated cost of replacing the devices is £37,000.
Phone lines have already been updated for some users, which means there are 105 analogue alarms that may not work as expected.
There are 66 devices that are so old they are at risk of breaking, with work to replace them will being carried out in the current financial year.
The issue was discussed at a meeting of Moray Integration Joint Board on Thursday (June 27).
Board member Derick Murray said: “BT have changed over some lines to digital.
“Does that mean people are paying for a service that that may not work?”
Project manager Lorna Bernard told him those users had been sent a letter advising them to test their alarms and that was being followed up with phone calls.
Work is ongoing with the Digital Health and Care Innovation Centre to improve the alarm systems.
The deadline for switching phone lines to digital has been put back from December 2025 to the end of January 2027.
