Rishi Sunak is out of the country as he attends a trip to Germany to strengthen the UK’s defence ties with the nation.
It follows a commitment by the Prime Minister to increase military spending in the UK from 2% to 2.5% by the end of the decade.
Economists at the Office for National Statistics (ONS) said the funding, which the government says amounts to £75bn, would likely come from cuts in other areas.
Rayner takes over from Keir Starmer at PMQs amid a row over whether she should have paid capital gains tax on the sale of her former council house a decade ago.
The Tories have reported the Labour deputy leader to the police who said they are investigating the issue.
She denies any wrongdoing.
