Full post-match coverage and reaction will follow.
Chelsea youngster Billy Gilmour is making his first start for Scotland and Kieran Tierney returns from injury.
Callum McGregor and Che Adams also come into the side as Cooper, Hendry, Armstrong and Christie drop out.
The starting team is Marshall, O’Donnell, McTominay, Hanley, Tierney, Robertson, Gilmour, McGregor, McGinn, Dykes, Adams.
Before the game, manager Steve Clarke said: “I hope we come here and put on a good performance and get something from the game as we want to stay in the competition as long as possible.
“I think coming here and playing two strikers is brave, obviously we have the three central defenders at the other end as well so it’s a bit of a mix and match.
“We want to try and cause England as many problems as possible, we know we have to respect them and they will cause us a few problems themselves.”
The Tartan Army have descended on to London in their thousands and they haven’t let torrential rain ruin the party atmosphere.
Scotland songs and chants could be heard throughout the city from Thursday morning when the first fans started arriving.
The majority of fans have travelled without tickets, despite pleas from London Mayor Sadiq Kahn, with only 3000 Scotland fans inside the stadium.
Wembley will be around 25% full for the game.
Scotland will be hoping for at least a point to keep any realistic hopes of reaching the last 16 alive, while England know a win will guarantee qualification with a game to spare.
