Despite more than £12 million being spent on plans for a National Care Service in the last year, social care leaders say the bill is still “scant on detail” and immediate pressures in the crisis-hit sector are being neglected.
The legislation would overhaul social care – creating centralised care boards, similar to health boards, but ministers revealed it will again be paused for further consultation.
