Driver who was banned twice has Glasgow private hire bid thrown out

A drink-driver who was twice banned from getting behind the wheel has lost his bid to drive private hire cars in Glasgow.

Glasgow’s licensing chiefs turned down Marcin Myslicki’s application after Police Scotland revealed a string of offences.

An officer said he had been disqualified for 15 months in 2013 after he was caught drink driving. He was banned for three years in 2018 after failing to provide a breath sample, the committee heard.

Later in 2018, Myslicki was found to be driving while disqualified and without insurance, the officer added.

Councillors were also told he had been convicted in 2017 after assaulting, and abducting, his pregnant wife.

The applicant said the incidents “happened years ago” and he was “a different person at the time”. He added he is married with a child, and “everything has changed since her birth”.

Cllr Alex Wilson, SNP, the licensing committee chairman, said: “You say accidents happen but you’re basically in control of these situations.

“These aren’t accidents, it’s not as if you bumped into another vehicle. You went to trial, you’ve been convicted. The evidence found you guilty.”

Police Scotland objected to the application as it did not believe Myslicki is a “fit and proper person” to hold a licence.

The officer told the committee had been fined £350 and disqualified for 15 months over the drinking driving incident in 2013.

He was then ordered to carry out 150 hours of unpaid work in August 2017, after assaulting his “pregnant wife” by pushing and seizing her and “striking her on the abdomen with his elbow”.

The officer said the applicant had prevented his wife from using a lift and did “detain her against her will”.

In August 2018, he was disqualified for three years and fined £650 after failing to provide a breath sample for analysis by police.

He was also said to have evaded “handcuffs being applied” and acted in an “aggressive manner”.

Police Scotland also believed councillors on the committee should hear about spent convictions to assist them with their decision.

They were told Myslicki had breached bail conditions in January 2017 and, in late 2018, had driven a motor vehicle while disqualified and without a “policy of insurance”.
