A man who jumped off a table onto a person’s leg and threw punches during an attack has been refused a private hire car licence.

Councillors denied Kabir Hussain a licence to drive passengers today as they learned about his previous record, which also included possession of cannabis.

Today’s licensing committee heard how Hussain hit a person on the back of the head with a blunt object and punched his victim.

He also jumped from a table onto the person’s leg during the assault to the danger of life in 2020, while friends joined in the attack.

He was sentenced to unpaid work and a restriction of liberty order for the offence.

Police Scotland objected to his private hire application, stating he was not a fit and proper person to hold a licence.

A Police Sergeant told the committee how Hussain was also caught with cannabis in a separate incident by officers while sitting in a car in November 2022. He was convicted of being in possession of drugs.

Appearing before the committee, Hussain, 23, said he didn’t fully understand the consequences of his behaviour as he was aged 17.

He added: “I have learned from my mistakes. I’m no longer involved with those people.”

Committee chair Alex Wilson said: “You left someone with PTSD after being attacked. The victim is probably still suffering.

“You had a relationship with drugs going back to November 8, 2022. That is a relatively short period ago.”

Hussain replied: “I don’t take drugs any more. I go to the gym.”
